Any Idea What This May Be?

I just noticed this from the OMB:

AGENCY: DOC-PTO RIN: 0651-AC19
TITLE: Changes to Implement Electronic Patent Publication
STAGE: Proposed Rule ECONOMICALLY SIGNIFICANT: No
RECEIVED DATE: 03/06/2008 LEGAL DEADLINE: None

I originally thought I was out of the loop on this one, and then I couldn't find any notices from the PTO, and no chatter from the blogosphere. I'm currently at a loss as to what this is - any ideas?

Look again, it no longer exists. I searched by RIN, by filed date, by PTO, and it's gone. WEIRD.
